Contract Specialist III in Sierra Vista, AZ

D2DInc has an opening for a Contract Specialist III providing acquisition support for a federal government customer. The position will be on the customer site in Sierra Vista, Arizona. Relocation expenses will not be paid.

Required Experience: At least three years of experience that demonstrates practicable knowledge of procurement practices and procedures including government or commercial purchasing, rental, or lease of supplies, services, and equipment through open-market methods, placement of purchase orders, placement of orders under blanket purchase agreements or under indefinite delivery contracts such as federal supply schedules, or other purchase procedures pertinent to contracting, contract negotiation, administration, or termination functions that included preparing solicitations, contract modifications, or supporting procurement documents, evaluating and reporting on performance of contractors in meeting contract terms. Demonstrate skills in obtaining and analyzing product and price data for contract negotiations, and conducting comparative analysis of vendor terms and/or price quotations with historical data to develop recommendations on vendor selection, terms, or prices. Effectively communicate daily with a high volume and variety of people.

 

Specialized experience: negotiating and awarding contracts, contract modifications, and/or subcontracts, developing, preparing, and presenting terms and conditions in bids or proposals related to the awards of contracts, cost and price analysis, evaluating methods and efficiencies of allocating cost through various types of overhead and general and administrative expense, experience leading and/or providing technical advice and assistance to a group of professional employees responsible for the oversight and implementation of contract administration workload to include contract closeout, pricing, negotiations and/or contract modifications. Experience in supplies and service contracts is required; experience in formal source selections and research and development is desired. Experience in cost/price analysis is desired.

 

Education: A bachelor's degree from an accredited educational institution.

GSA Schedule Proposal Manager

The GSA Schedule Proposal Manager is responsible for assisting clients in the planning, organizing, coordinating, facilitating, and executing of proposals for GSA Schedules. Position will work full-time in our Bethesda office. The ideal candidate has 1-3 years of experience in government contracting environment, experience preparing proposals, and familiarity with GSA Schedules. NOTE: This is a junior to mid-level position, not a position for someone with 10+ years of experience.

The GSA Schedule Proposal Manager will use his/her extensive understanding of the proposal development process; is an enthusiastic and ambitious person working well under pressure with D2DInc and client staff; and makes decisions quickly or seeks guidance when necessary; and works seamlessly on a remote basis with others.

Required Skills

  • At least one year proposal management experience with knowledge of the federal proposal process
  • Ability to manage multiple GSA Schedule proposals that cover various industries
  • Extensive experience writing, rewriting, and editing proposals
  • Thorough understanding of government procurement process including some knowledge of FAR
  • Extremely strong written, verbal, and interpersonal skills
  • Ability to work as part of a team and handle multiple projects simultaneously
  • Must be well organized and possess excellent leadership, team building, and communication skills
  • Proficiency in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Project, and Adobe Acrobat
  • Proofreading and editing skills are critical.
     

Functional Responsibility
Primary responsibility is the management of the proposal preparation activity for D2DInc clients or internal proposals.

Duties include:

  • Analyzing GSA Schedule solicitation requirements;
  • Developing GSA Schedules proposals, outlines, and templates;
  • Establishing milestones and managing associated schedule, taking actions as appropriate to ensure milestones are met;
  • Directing others in preparation of proposal sections — working with various departments within the client organization to obtain the necessary proposal inputs;
  • Preparing proposal text, integrating the proposal inputs, assembling the proposal volumes;
  • Reviewing and editing client proposals to determine compliance with RFP requirements;
  • Conducting team meetings (client site/conference calls) and proposal reviews;
  • Overseeing proposal production;
  • Coordinating execution of proposal with the client for prior to submission to GSA;
  • Organizing final electronic file versions and cleaning up electronic folders;
  • Maintaining contact with a broad base of clients at various stages of preparing proposals; and
  • Managing post-award services following award of GSA Schedules to clients.

Bachelors degree required Masters degree preferred.

Proposal Manager

The Proposal Manager is responsible for planning, organizing, coordinating, facilitating, and executing proposals for clients bidding on government contracts. The Proposal Manager will use his/her extensive understanding of the proposal development process; is an enthusiastic and ambitious person working well under pressure with D2DInc and client staff; and makes decisions quickly or seeks guidance when necessary; and works seamlessly on a remote basis with others.


Required Skills

  • Minimum 3-5 years proposal management experience with strong knowledge of the federal proposal process
  • Recent experience working for a government contractor supporting Civilian and/or DoD agencies
  • Ability to manage multiple proposals of varying cost/size
  • Extensive experience writing, rewriting, and editing proposals
  • Thorough understanding of government procurement process including some knowledge of FAR/DFAR
  • Extremely strong written, verbal, and interpersonal skills
  • Ability to work under tight deadlines and as part of a team
  • Must be well organized and possess excellent leadership, team building, and communication skills
  • Proficiency in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Project, and Adobe Acrobat. Familiarity with Visio and Microsoft Publisher is helpful
  • Proofreading and editing skills are critical

Bachelors degree required Masters degree preferred.
